Basically programming a frequency requires you to.
1.  Understand VFO and Memory mode on your radio and how to toggle it between these two modes
2.  Entering the desired operating frequency
3.  Storing the frequency into a memory channel.  Most modern day handhelds have 200 or more memory channels.
 
Programming a repeater frequency requires a few more steps.
